The fact is Bush and Cheney operate under a theory of government that is at odds with our Constitution and our Bill of Rights, and they have pretty much enacted their theory. In other words, it's not a matter of changing to a new government, it's restoring checks and balances and an oversight function for Congress and a preeminent role for Congress in the issue of war and peace, which has been basically rejected or destroyed by this administration - and, as I say, with some precedents earlier.
